by James K. Sayre

If you level the playing field for Major League Baseball by handicapping for baseball teams to compensate for the disparity in size of team payrolls, then the Tampa Bay Devil Rays are the best team in Major League Baseball.

Compiled after the end of the regular season (based on team salaries at start of regular season). These Efficiency Ratings for Major League Baseball for 2003 are based on the number of team wins per million dollars of team payroll.

The four most efficient baseball teams in terms of wins per million dollars team salary are:

Best: Tampa Bay Devil Rays with a rating of 1.989 wins per million dollars team salary.

Second: Montreal Expos 1.810.

Third: Oakland Athletics 1.731

Fourth: Kansas City Royals 1.712.

The four least efficient baseball teams in terms of wins per million dollars team salary are:

Worst: New York Mets with a rating of 0.561 wins per million dollars team salary.

Second Worst: New York Yankees 0.610.

Third Worst: Texas Rangers 0.618.

Fourth Worst: Toronto Bluejays 0.711.
